This this the most recent plano regulador (Zoning Plan) for Montezuma, released to the public June 22, 2012.

It shows the area from Ylang Ylang resort down to Playa Los Cedros.

There are many serious errors in it, including many hotels and houses in green zones, and roads shown as “existing” that are not.

This is not legally inscribed and except for the Las Manchas regions, people with occupation rights to the properties within this zone cannot yet apply for a concession or building permit.
